Install CodeIgniter 4 and spin up a server using Composer and Windows Command Prompt.

Run the following commands in Windows Command Prompt from your local projects directory:

composer create-project codeigniter4/appstarter new-app-name
cd new-app-name
php spark serve

Open a browser at http://localhost:8080 to see your new install.
